3.3.2. Discuss the Characteristics of the Islamic State Established by the Holy Prophet (PBUH) and Hazrat Umar (RA).

The Islamic state established by the Holy Prophet Muhammad (PBUH) and further developed under the leadership of Hazrat Umar ibn al-Khattab (RA) was characterized by several key principles and features:

  1. Justice and Equality: Both the Holy Prophet (PBUH) and Hazrat Umar (RA) emphasized justice and equality for all citizens, regardless of their race, ethnicity, or social status. They implemented Islamic laws that upheld fairness and impartiality in governance and adjudication.
  1. Rule of Law: The Islamic state was governed by the rule of law, where legal frameworks were based on Islamic principles derived from the Quran and Sunnah. Laws were applied uniformly, and rulers themselves were subject to the same laws as ordinary citizens.
  1. Consultative Decision-Making: The leaders of the Islamic state, including the Holy Prophet (PBUH) and Hazrat Umar (RA), practiced shura (consultation) with their companions and advisors before making important decisions. This participatory approach ensured broader consensus and legitimacy in governance.
  1. Welfare and Social Justice: The Islamic state prioritized the welfare of its citizens, particularly the vulnerable and marginalized. Zakat (obligatory almsgiving) and other forms of charity were collected and distributed to alleviate poverty and support those in need.
  1. Protection of Rights: The rights of individuals, including religious freedoms, property rights, and personal dignity, were safeguarded under the Islamic state. Non-Muslims were granted autonomy in their religious affairs and were protected as dhimmis (protected non-Muslim citizens).
  1. Efficient Administration: Hazrat Umar (RA) implemented administrative reforms to ensure effective governance and efficient public services. He established a centralized administration with appointed governors (wali) overseeing different provinces (wilayah) to ensure uniform implementation of laws and policies.
  1. Accountability and Transparency: Both the Holy Prophet (PBUH) and Hazrat Umar (RA) emphasized accountability and transparency in governance. Officials were held accountable for their actions, and mechanisms were in place to address grievances and complaints from citizens.
  1. Expansion and Defense: The Islamic state under Hazrat Umar (RA) expanded significantly through conquests, spreading Islam to new territories. However, this expansion was not merely for territorial gain but also aimed to spread justice, protect oppressed peoples, and uphold Islamic principles.

The Islamic state established by the Holy Prophet Muhammad (PBUH) and developed further by Hazrat Umar (RA) was characterized by justice, equality, rule of law, consultation, welfare, protection of rights, efficient administration, accountability, transparency, and expansion for the sake of spreading justice and Islam’s principles. These characteristics continue to serve as foundational principles for governance in Islamic societies today.
