2.1.5 explain the major features of the 3rd June plan and its implementation;
With the end of World War II, the British aimed to withdraw from India swiftly and hand over power to local authorities peacefully. However, the divergent stances of the two main political parties, the Muslim League, and the Congress, posed a challenge to this process. Despite British efforts to broker a compromise between the two parties, they were unsuccessful. As a result, on June 3, 1947, the British announced a plan to partition India into two separate states. This announcement, known as the 3rd June Plan, 1947, marked a significant development in the path towards India’s independence. The plan, announced by Lord Mountbatten, the last Viceroy of India, on June 3, 1947, had several key features:
Division of India
The plan proposed the division of British India into two dominions, India, and Pakistan, which would come into existence on August 15, 1947.
Adoption of the Government of India Act, 1935
Until new constitutions could be framed, both India and Pakistan were to be governed by the provisions of the Government of India Act, 1935, with some modifications.
Boundary Commission
A Boundary Commission headed by Sir Cyril Radcliffe was appointed to demarcate the boundaries between the two new nations, particularly in the highly contentious provinces of Punjab and Bengal.
Division of Assets and Liabilities
The plan outlined the process for dividing the military, financial, and other assets and liabilities between India and Pakistan.
Princely States
The rulers of princely states were given the option to accede to either India or Pakistan, or to remain independent.
Referendums and Votes
In provinces like Sindh and the North-West Frontier Province (NWFP), referendums or votes were to be held to determine their future status with respect to Pakistan.
Implementation of the 3rd June Plan faced several challenges and led to significant consequences
Independence
India and Pakistan gained independence on August 15, 1947, but the process was marred by violence and the mass displacement of populations.
Communal Violence
The partition led to widespread communal violence and displacement, as millions of Hindus, Muslims, and Sikhs migrated between the newly formed nations, resulting in one of the largest migrations in history.
Radcliffe Award
The Boundary Commission’s decision, known as the Radcliffe Award, led to further disputes and conflicts over the demarcation of borders, especially in Punjab and Bengal.
Legacy
The partition and its aftermath continue to impact the relationship between India and Pakistan, shaping their politics, foreign policy, and internal dynamics to this day.
